Home Forward housing programs are meant for households with limited income and other related requirements.

Always provide true, complete, and accurate information on your application forms.

For all Home Forward programs, we verify eligibility, which could include income calculation, reference checks, and background screening.

In the Housing Choice Voucher program, private landlords will also conduct their own screenings. Home Forward does not influence the screening and eligibility requirements for private landlords. Screening and eligibility criteria at properties managed by Home Forward, where Home Forward is the landlord, may vary significantly from private landlords.

Income Guidelines

Using the table below, find the row for your household size, and read across to the right to find the annual household income limit for the program you’re interested in. The columns show the Area Median Income (AMI) percentage, sometimes called Median Family Income (MFI) for each program.

Example: A household with 2 people, earning $34,000 a year is above 30% of the Area Median Income but below 50% of the Area Median Income.

NOTE: Multnomah County is part of the Portland-Vancouver-Hillsboro, OR-WA MSA, so all information presented here applies to all of the Portland-Vancouver-Hillsboro, OR-WA MSA.

The Portland-Vancouver-Hillsboro, OR-WA MSA contains the following areas: Clackamas County, OR; Columbia County, OR; Multnomah County, OR; Washington County, OR; Yamhill County, OR; Clark County, WA; and Skamania County, WA.

* The FY 2014 Consolidated Appropriations Act changed the definition of extremely low-income to be the greater of 30/50ths (60 percent) of the Section 8 very low-income limit or the poverty guideline as established by the Department of Health and Human Services (HHS), provided that this amount is not greater than the Section 8 50% very low-income limit. Consequently, the extremely low income limits may equal the very low (50%) income limits.
